Today COSTECH experienced a nice presentation from Senior Research Officer Festo Maro who narrated his study tour to China.The expert who titled his presentation “Strategic Research and Formulation Methods for S&T Development” started by giving out the overview of the Science, Technology and Innovation Global Assessment Programme (STIGAP).He said STIGAP was prepared with the objective to develop a global dialogue on data collection that will result in the capability to better assess and monitor the development of STI at the international, regional and national levels. It responds to Integration ofRegional networks in global project with exchanges of ideas and progressive debates on STI, STI monitoring and policies.Stimulating technological and innovation catch up through a differentiated budget and promoting assessments that are based in the member states .Expansion of bottom up driven indicators based on local appropriateness and relevance as well as regional and global comparability.Inclusion of local knowledge, non-frontier technologies, informal sectors, diffusion, and knowledge society elements in the national and regional assessments

A cross section of COSTECH staff listens to the presentation. From the presentation people learnt that the formulation and implementation of S&T Plans not only significantly promoted China’s S&T development, but also played a decisive role in the establishment and layout of Research institutes.They also acted as disciplinary adjustment in higher-education institutions, goals for the cultivation of research personnel and their allocation, the S&T management system and methods, and the formation of S&T system.
