Background
The Development Vision 2025 is the roadmap for transforming Tanzania into knowledge based economy by intensive usage of Science, Technology and Innovation as a catalyst for socio-economic change. The Commission for Science and Technology is the principal advisory organ to the Government on all matters pertaining to Science, Technology and Innovation (STI) and their application for socio-economic development of the country. The key roles of COSTECH include advising the Government on all matters relating to STI. Specifically, to advise in the formulation of policies relating to STI; coordination, monitoring and evaluation of scientific research and technological development; acquisition, storage and dissemination of scientific and technological information; examination and promotion of R&D Programmes; mobilisation and disbursement of funds for R&D; fostering regional and international cooperation; facilitation of the commercialisation of research results; initiation , formulation and implementation of research priorities and programmes.
The under mentioned positions are vacant and are required to be filled as soon as possible.
1. Scientific Editor (Principal Research Officer/Senior Research Officer)
Duties and Responsibilities:
The objective of this position is to develop and implement an effective outreach and promotional materials that would achieve the desired impact for STI awareness and recognition throughout Tanzania and beyond. Specifically, the Editor will aim at achieving the following targets:
- Professionally editing in the process of producing STI knowledge products as well as vetting all information posted on the COSTECH website.
- Educating the public, the government, the private sector and relevant stakeholders about the development of science, technology and innovation and how these relate to each of the target groups.
- Develop billboards and placing them strategically as an avenue for advertising science, technology and innovation issues.
- Promote specific services and amplify the benefits of science and technology for diverse social and geographical target groups. Adequate communication mechanisms should be applied to mitigate illiteracy, language and other social constraints.
- In support of the above mentioned activities, showcase STI high-impact achievements such as the proposed availability of digital library with abundant publications, R&D online institutional profiles, online research registration system, STI events on the web, online NFAST management system, etc etc.
- Develop impact indictors and respective evaluation plan to assess the outcomes of the outreach efforts.
Qualifications:
Postgraduate qualifications.
- Should have science background with at least 5 years experience in issues related to public opinion, surveys and outreach services.
- At least 5 years experience in public relations, awareness and consensus building programme design and methodology, advertising, and local experience in implementing the same focusing on Science and Technology.
- Strong contacts in the media: radio, TV and press.
- Strong communication skills.
- Excellent writing skills.
- Experience in marketing, broadcast media, copywriting and outreach/grassroots mobilisation.
- Strong knowledge of and understanding of the target groups (government, civil society, private sector).
- Knowledge and experience in ICT programme promotion is highly desirable.
2. Technology Transfer Officer (SRO/PRO)
Duties and Responsibilities:
- Deal with social and economic matters related to coordination, promotion, coordination, development, transfer, monitoring and evaluation of technologies for urban and rural use including formulation and review of related policies and guidelines.
- Identify and document technology needs for various target groups (stakeholders) and prepare strategies and plans for interventions.
- Assist innovators/inventors on issues related to commercialisation of their inventions/innovations and maintain close contact with them.
- Scout for new, emerging and imported technologies, identify recipients and set strategies for sustainable adoption.
- Mobilise resources by conceptualising and developing programmes/projects for soliciting internal and external funds.
Qualifications:
- Postgraduate qualifications in the field of Physical Sciences, Engineering or Economics.
3. Energy Programme Officer (SRO/PRO)
Duties and Responsibilities:
- Deal with all matters related to coordination, development, promotion, transfer, monitoring and evaluation of energy technologies for urban and rural use including formulation and review of policies and guidelines.
- Identify and document energy needs and develop an inventory of appropriate technologies to address the needs and prepare strategies and plans for implementation.
- Popularise the use of environmentally friendly energy technologies, renewable energy resources and energy efficient processes.
- Promote innovative ideas and processes related to energy technologies and scouting for new, emerging and imported technologies for adoption and scaling purposes.
- Mobilise resources by conceptualising and developing programmes/projects for soliciting funds through public-private-partnerships.
Qualifications:
- Postgraduate qualifications in the field of Physical Sciences or Engineering.
Salary:
Salaries attached to the above positions are negotiable according to qualifications and within Parastatal Researchers Salary Scales (PRSS).

Vacancy Announcement - Director, International Foundation for Science (IFS)
The International Foundation for Science (IFS) is a non-governmental organisation with the mandate to contribute to the strengthening of capacity in developing countries. IFS awards research grants and provides capacity enhancing supporting services to young scientists, working on research projects relevant to the sustainable use and management of biological and water resources. Since 1972, IFS has provided close to 7,000 research grants in more than 100 countries.

Currently IFS has a secretariat of 20 staff located in Stockholm, Sweden, and a regional office in Kampala, Uganda. The secretariat is led by the Director who reports to the Board of Trustees. The Director has overall responsibility for implementing the strategic goals of the organisation, managing the secretariat and overseeing day-to-day operations.
IFS will complete its current Five Year Programme in 2010. An external evaluation of the organisation has been conducted recently. A visioning process shall now be initiated to define the future programme, taking into account the uniqueness of IFS viz. other organisations.
The current Director will retire in 2010 and IFS is searching for a new Director. The successful candidate will be expected to:
· Implement the recommendations of the external evaluation as decided by the
Board of Trustees
· Steer the visioning process leading to the new Medium Term Programme, in
close dialogue with IFS stakeholders including partners and donors
· Mobilise resources worldwide to implement the programme
IFS is seeking candidates who:
· Have an advanced university degree in an academic field relevant to the IFS
thematic mandate
· Are connected with the international scientific and development community,
in particular with institutions in developing countries
· Have several years experience from senior positions in research and development
· Have leadership skills to lead IFS towards the future
· Have experience in fund-raising
· Possess full command of written and spoken English. Knowledge of French is
an advantage.
The position requires frequent international travel.
The appointment will be for three years with possibility for renewal.
